We deliver our services through exceptional scientific, technological and operational expertise.Product Migration and Legacy System Retirement (PMLSR) is a Strategic Action that delivers against the 'Extraordinary Impact and Benefit' anchor. PMLSR will focus on migrating products from legacy systems to new, sustainable means of production, and retiring products and systems that are no longer needed. A sub-project to PMLSR is Strategic Build and Migration (SBM) which aims to build the common technical capabilities required to meet the future product needs of the Met Office (as defined by the product analysis project) and manage the migration of relevant products to those new capabilities.Within the SBM project, Product and Commercial Suites (P&CS) have been identified as the first systems that will be decommissioned (target date July 2025). This will only be after a solution (SKY) has been implemented and accepted, ensuring the continuation of service, for internal to the Met Office (MO), and external consumption. The SKY workstream is currently in the Discovery phase (GOV.UK Service Manual) but will start working on an Alpha solution in the coming months, to provide analysis of possible options that enable the organisation to make informed decisions on the retirement and replacement of P&CS, including indicative costs, resource requirements, timescales and solution choices (fully develop from scratch, COTS (Commercial Off-The-Shelf), mixture of COTS and development, etc).**SC clearance is required**Requirements1. Support all procurement/contracting activities:- detailing relevant architectural/technical constraints & requirements- evaluating responses from external suppliers against our requirements2. Support Discovery and Alpha phases of work in the capacity of technical architecture.- input into Discovery shaping.- input into Alpha testing associated to our biggest risks & assumptions.3. Act as the interface for technical architecture between the MO and suppliers.- providing guidance as to assurance of any designs.- shaping the direction of the evolving Alpha phases to ensure solutions align with MO standards, policies and principles.- work alongside suppliers to ensure quality documentation of any Alpha testing and PoC's, including technical architecture.- curate associated Design Packs and Architectural Decision Records (ADR's).4. Support any business case creation activity, in the capacity of a technical architect, for further investment in the development of SKY.Skills aligned with the DDaT (.GOV.UK) Lead Technical Architect:1. Communicating between the technical and non-technical (technical architect). You can mediate between people and mend relationships, communicating with stakeholders at all levels. (Skill level: expert)2. Governance and assurance. You can evolve and define governance. You can take responsibility for working with and supporting other staff in wider governance. You can assure services across sets of services. You can use tools such as standards, guardrails and principles to effectively govern delivery. (Skill level: practitioner)3. Making and guiding decisions. You can make decisions characterised by medium levels of risk and complexity, and recommend decisions as risk and complexity increase. You can build consensus between services or independent stakeholders. (Skill level: practitioner)4. Strategy. You can define and challenge strategies, patterns, standards, policies, roadmaps and vision statements. You can provide proactive advice and guidance for their definition across the organisation. (Skill level: practitioner)5. Turning business problems into technical design. You can design systems characterised by high levels of risk, impact, and business or technical complexity. (Skill level: expert)6. Understanding the whole context. You can understand trends and practices within the broader organisation and how these will impact your work. You can look for deeper underlying problems and opportunities. You can anticipate problems before they occur. You can identify the impact of changes to policy.
