Performance and Assurance Manager – Urgent & Emergency Care NHS Shropshire, Telford, and Wrekin The closing date is 31/08/2023. Job summary An exciting opportunity has arisen for a highly motivated and analytical manager to become our Performance and Assurance Manager in the ICB, supporting Urgent & Emergency Care. You will be responsible for supporting all aspects of UEC performance, providing operational analysis of performance data, supporting the development of plans for improvement, and monitoring effective delivery against plans. You will be accountable to the Deputy Director of Performance but will work closely with other senior managers within the ICB’s matrix team. You will need to communicate highly complex, sensitive, and contentious information on performance and assurance to a wide range of internal and external stakeholders by providing concise briefings and reports, summarising assurance and delivery progress, risks, and issues. You will help clinical and operational managers understand their performance relative to national NHS performance priorities and the ICB’s objectives. You will constructively challenge teams to understand current and likely future performance, enabling early intervention in areas of concern. Facilitate local understanding, adoption and delivery of nationally developed key performance indicators which will give assurance that the ICB is delivering against the agreed priorities in the NHS Long Term Plan. Analyse, interpret and present data and information about performance from multiple sources to highlight issues, risks and support decision making. Work with complex data, facts and situations requiring analysis, interpretations, and comparisons on a range of options, making recommendations on the most appropriate approach. Ensure that systems, processes, and information flows provide effective early warning of potential risks to service quality and partnerships, and support interventions where required to ensure outcomes. Develop performance improvement plans for key areas where the ICB is below target ensuring that impact of actions is defined where possible and oversee their timely delivery, escalating risks to delivery as required. Monitor, interpret and quality assure progress against key deliverables. Produce reports and briefings summarising status on issues, appraising outcomes, and providing progress for meetings including boards, committees, and senior team meetings. Highlight and escalate exceptions and risks and monitor mitigating actions that are taken. Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the organisation’s priorities. About us NHS Shropshire, Telford, and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford, and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money. We are part of Shropshire Telford and Wrekin Integrated Care System. This means we work closely with our partner organisations across the county, such as the two local authorities, the 51 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services. Key aspects of this role will be to: ➢ Provide operational analysis of performance data and support the development of plans for improvement and monitor effective delivery against plans. ➢ Support the ICB in the commissioning of high-quality, safe, patient and client-centred services and to improve delivery and performance in a defined portfolio across primary care, community, acute and mental health for example A&E, RTT (Referral to Treatment), Cancer, Diagnostics, Delayed Transfers of Care, IAPT (Improving Access to Psychological Therapies), Dementia and EIP (Early Intervention Psychosis) and Primary Care deliverables e.g. health checks for patients with LD, primary care access and QOF. ➢ Communicate h ig h ly complex, sensitive, and contentious information on performance and assurance to a wide range of internal and external stakeholders by providing concise briefings and reports summarising assurance and delivery progress, risks and issues. ➢ The postholder will be accountable to the Deputy Director of Performance but will work closely with other senior managers within the ICB’s matrix team. ➢ This job description is intended as a guide to the main elements of the role and should not be considered as a complete listing of all duties and tasks that may be undertaken.
