Job description Fixed-term contract for external applicants and/or secondment opportunity for LBE employees initial period of 12 months, however we anticipate an extension to this term once additional funding is secured. Who are we? The role will be based within the Economy team in the West London Alliance. The West London Alliance is an association of the 7 West London boroughs, hosted by Ealing Council. The successful applicant will be employed by Ealing Council. We work across the sub-region on programmes to deliver more for each borough than they would have achieved working independently. It is a well-established and respected sub-regional partnership that focusses on collaborative working and bringing people together. Governed by the 7 Leaders and Chief Executives, working within the WLA is a great opportunity to be exposed to Local Government at senior levels. The Economy Team is managed by the Assistant Director, Economy, and is made up of c. 10 colleagues delivering across Infrastructure, Net Zero, Digital, Skills, Regeneration etc. The post will be managed by the Economy and Skills Manager and the post holder would ideally come into the office (Ealing Council) at least 1 day/week. Purpose of the role: The post holder would work across the Skills Programme, focusing on the successful delivery of the ‘No Wrong Door’ programme. Funded by the Greater London Authority (GLA), the Mayor’s No Wrong Door Programme aims to tackle the significant fragmentation of the skills and employment support system through the development of ‘integration hubs’. This role will focus on the effective delivery of West London’s hub. The hub comprises of 2 main strands: 1) the continued development of a new online platform that brings together all the skills and employment support provision across the sub-region, and 2) the development of a professional network for skills and employment support advisors for upskilling, networking and professional development. In the context of an economic downturn, cost of living crisis, and the UK’s EU exit, the skills agenda has never been more pressing; getting local people into good work is a top priority for Central and Local government, and West London is no exception. Delivering across 7 boroughs with large key stakeholders (Further Education colleges, Universities, Commissioned Employment Support providers, Department for Work and Pensions/Job Centre Plus, Greater London Authority etc.) it is an exciting time to be working in the skills system. The role requires outstanding relationship management and negotiation skills together with the ability to facilitate exceptional partnership working between west London boroughs and other partners at borough, West London, London and national levels. The project officer will have strong communication skills and be confident working alongside a large group of diverse stakeholders. They will be confident persuading and motivating people to ‘come on the journey’. There are specific KPIs that we are funded to deliver and the project officer would be expected to plan and prioritise work accordingly. An ability to do this effectively is essential. The post holder will be knowledgeable, or have an interest in learning about, the skills system and policy.
