We are currently looking for a Senior Tunnel/Underground Works Construction Manager to join our Skavica Hydropower Project (SHP) execution team, supporting the delivery of the works. The SHP sits within our Heavy Civil business line and is a key part of Bechtel’s global infrastructure business unit, focusing on the development and delivery of motorways, hydro and pumped hydro storage power projects, and civil/marine works in support of projects undertaken by Bechtel’s other global business units. This business line is based in London but executes projects around the world including UK, Australia, North America, and the Balkans. SHP, or “The Project”, is a priority infrastructure project for the Government of Albania (GoA). In June 2020, the Prime Minister declared the Project to be a “National Interest Project” that will reduce Albania’s dependence on energy imports and position Albania as an energy hub for the region. Albania currently generates over 95% of their electricity through hydroelectric power (“HEP”). The project is in the northeast of Albania, close to the border with The Republic of Kosovo and The Republic of North Macedonia. The Project will be situated in a steep valley, immediately upstream of the existing reservoir of Fierza, 21 km south of the city of Kukes (in straight line) and 26 km north of Peshkopi. The Project consists of a 150m tall Roller Compact Concrete (RCC) dam creating a reservoir estimated to cover approximately 54.1km2. Two diversion tunnels of 600-700m length will be installed to enable the construction of the dam whilst a single 1,300m long intake tunnel (8.5m in diameter) will supply water for the operations of the powerhouse in the final condition. The powerhouse will include 2x100MW + 1x10MW Francis turbines (total of 210 MW) connected to a 20km long transmission line. The Project will be executed as a Joint Venture (JV) between Bechtel and WeBuild. We commit to supporting the client’s goals while promoting our values of fairness, diversity, inclusion, trust and collaboration guided by our Vision, Values and Commitments Position Summary The Manager for Tunnels / Underground Construction is responsible for overseeing the development and delivery of the tunnels or underground scopes of work on projects as the Subject Matter Expert (SME) within the Heavy Civil business line. Responsible for the development of tunnels and underground excavation execution plans for project proposals across the Heavy Civil business line. Supporting the organization and direction of construction and related activities of ongoing projects. Supports all relevant projects across the business line around the world through the lead personnel assigned to the project. At critical times during proposals or project execution, this individual would need to be available to go to a project site for some continuous months to set up a team or resolve a technical challenge. The role reports to the Project Development Manager as well as supporting our Project Managers across the business. Typical Responsibilities Drafting tunnels and underground excavations execution plans for proposals and projects. Supporting proposal estimate leads with technical expertise on execution strategies. Health, safety, environment, quality, schedule and cost performance for the tunnels. Safeguarding that the project delivers tunnels in accordance with the contract. Reporting progress and escalating issues to the Project Manager and Business Line Manager. Providing tunnelling and underground excavation guidance and support to project construction team. Reviewing project deliverables for tunnels. Provide feedback regarding conformance with contract requirements and otherwise improvements that would benefit the project. Participating in planning, reviewing documents and oversight of site activities for the tunnels. Highlighting non-conformances, risks and emerging issues. Recommending actions to address non-conformances / improve the outcome of tunnels. Maintaining a “look-ahead” view and reporting forecasts, risks and issues. Providing tunnelling and underground excavation subject matter expertise to the project team. Providing input to project progress report for tunnels. Skills and Qualifications Relevant bachelor’s degree from an accredited university. Relevant experience guideline: 15-20 years. Previously held construction management position(s) with responsibility for delivering infrastructure of similar scope, size and complexity to the tunnels on a heavy civil project. Experience of working on infrastructure mega-projects, experience of heavy civil projects is desirable. Experience or working knowledge of multiple project delivery functions (e.g. engineering, contracts & procurement, testing & commissioning, project controls, environment, safety & health, quality). Experience of delivering a tunnel or similar scope elements as part of multi-discipline teams working on complex mega-projects. Experience in working in multiple different cultures and geographies. Preferable experience of working with joint venture partners Strong leadership, relationship building and communication skills (verbal and written). Fluent in using Microsoft Word, Excel and PowerPoint. Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to Zero Accident safety program.
