Key information Salary: £85,206 - £92,230 Grade: 13 Contract type: Permanent Reference: GLARA2023R Contract details: Contract type: Permanent Interview date: week commencing 4th September Application closing date: Mon, 28/08/2023 - 23:59 About the role A fantastic opportunity has become available at the GLA for an experienced Senior Group Finance Manager to support the GLA and our partners on a number of crucial programmes for London. If you were appointed, you will manage the development of the Mayor of London’s annual consolidated GLA Group budget. You will lead the GLA’s financial relationship with the London Legacy Development Corporation (LLDC) and the Old Oak and Park Royal Development Corporation (OPDC). The ideal candidate will have experience of working within a strategic finance position, with excellent communication skills as the role requires for you to support and advise senior colleagues within the GLA and our other London partners. Ideally, you will have a local government background or wider financial experience in the public sector. This is an excellent opportunity to be a part of a range of high-profile projects and provide advice the Mayor of London, London Assembly Members, and senior managers on financial matters, GLA regeneration funds, the Royal Docks Enterprise Zone, and other major development and policy issues as they arise. About the team The Resources Directorate provides corporate support to the Mayor and the Assembly and is responsible for the following functions: finance, legal, procurement, internal audit. The Directorate’s Executive Director also acts as the Authority’s chief finance officer and manages the Authority’s shared services arrangement with TfL to provide legal and procurement advice. What will your day look like Manage the development and production of all documents associated with the Mayor’s annual consolidated GLA Group budget including: the publication of the Mayor’s Budget Guidance; Consultation Budget; Draft Budget; Final Draft Budget and Final Budget; timely briefings and communications for the Mayor and other senior GLA officers associated with the scrutiny of the GLA Group consolidated budget and other financial matters. Ensure all functional bodies comply with the Mayor’s annual Budget Guidance and quarterly monitoring requirements and any financial information published, across the GLA Group, is accurate, consistent and enables effective scrutiny by Assembly Members. Lead and manage the provision of financial advice to the Mayor, Mayoral Advisors and senior staff within the GLA on LLDC and OPDC financial issues; and new development and project proposals. This will include advice on high profile, complex and/or sensitive issues facing the GLA. Lead the GLA's financial relationship with the London Legacy Development Corporation (LLDC) and the Old Oak and Park Royal Development Corporation (OPDC). Establish and maintain good and productive working relationships with the functional body and represent the GLA as an observer at the Investment and Audit Committees. Advise on the budget component and capital spending plan and borrowing requirements for LLDC and OPDC. Lead the financial input on legacy matters with the government, including the legal agreement on the sharing of LLDC capital receipts and the funding of East Bank. Skills, knowledge and experience To be considered for this opportunity, you must meet the following essential criteria: Full membership of a professional accountancy body. In depth knowledge of the local government funding system and local authority budget processes and direct experience of producing a consolidated budget encompassing diverse public sector agencies and/or organisations. Significant experience of developing effective relationships (including staff at all levels of an organisation, politicians, external partners and key stakeholders) to support the demands and information requirements associated with the role. Excellent communication skills (both written and verbal) and extensive experience in writing briefings for key decision makers and reports for public sector committees and/or boards. Knowledge and understanding of the Mayor's programme to regenerate London and the deployment of Funds he has established for this purpose.
