Rural Buildings Surveyor / Manager - Perth An outstanding opportunity has arisen to become a key member of Rural team in Scotland. In this role you will be responsible for guiding and delivering, alongside the wider land management and buildings team, maintenance, repair and renovation of the built environment across a range of private and institutionally owned Scottish properties and Estates. Rural properties range widely from large traditionally constructed properties of historic significance, residential properties, modern and traditional agricultural buildings, bridges and other structures. Buildings that are let or in hand and occupied for a range of uses typically residential, agricultural, commercial and tourism. A significant element of the role will be as a member of the Rural team contracted as the managing agent for the Crown Estate Scotland portfolio. As part of this role we are required to undertake a wide range of improvement and maintenance works across their portfolio. In this role you will be: Overseeing and taking a long term and strategic approach to routine planned and reactive maintenance programmes, including specification of works, tendering and procurement, quality checking and overseeing works on site Advising and delivering more complex repair and maintenance works, capital improvements including replacement buildings and energy efficiency improvements including feasibility, design, budgets, specification, procurement, monitoring and contract administration Supporting property managers in undertaking defect diagnosis and property condition assessments Over-seeing the management of statutory compliance maintenance programme across portfolios of residential, agricultural and commercial properties Engaging and managing specialist consultants (engineers, ecologists, asbestos surveyors etc) in delivery of the above maintenance and repair works Supporting property managers in undertaking more complex property and infrastructure inspections – eg bridges, vacant structures, roads Over-seeing and providing support to our Architectural Technician who assists with aspects of the above Supporting the team by providing and developing process and templates for Risk Assessments and Method Statements for project work Providing in-house rural building surveying expertise to private clients where required KEY DELIVERABLES Improvement, refurbishment and renovation schemes including: Preparation of specifications and schedules for minor works Instructing and overseeing a professional team for major works Planning projects and producing budget costings Managing contract tenders and being familiar with JCT SBCC Contracts Instructing, managing and supervising contractors Quality control and completion Routine maintenance and repair including: Property inspections Assessing and managing required and best practice cyclical maintenance and checks Assessing, programming, instructing, managing and supervising external contractors to complete maintenance and repairs Co-ordinating with tenants and occupiers Quality of work control Statutory compliance including: Health & Safety implications associated with Estate property, contactors, tenants and staff Recording, managing and carrying out clients’ Health & Safety Policies Ensuring clients and contractors meet their respective Health & Safety duties including competence, confirming necessary insurances, certifications, working methods and risk assessments Obtaining statutory consents including Planning Consent, Listed Building Consent and Building Warrants Obtaining and managing necessary certifications & checks on behalf of Landlord’s/property owners Ensuring compliance with The CDM Regulations 2015 for both notifiable and non-notifiable projects Finance and budgets Strategic planning / property management strategies Input into/preparation of Estate/client budgets for property maintenance and capital expenditure Regular reporting on building expenditure against budget Assessing quotations obtained for quality and value Assisting and advising on building cost apportionments between revenue and capital for taxation purposes REQUIREMENTS: Possess a composed manner in order to be able to work under pressure Good time management and ability to prioritise workload Accuracy and attention to detail Excellent communication skills - must be capable of building and maintaining good relationships with team members, other colleagues and clients Confident manner with clients and the team EXPERIENCE: Competent and experienced building surveyors and managers will be considered at all levels. MRICS or MCIOB qualified surveyor with a minimum of 3 years post qualification experience preferable.
